In such a land, the end always justifies the means and if one has to break a few laws to achieve a goal, that is acceptible. Much of the population follows the 'every man for himself' principle, bribes are very common and alligiances are based on power and money.

Originally, this land was a minor fiefdom of the Kingdom of Rendore. The counts of Mordregion swore an allegiance to the king and provided resources in the form of foodstuffs and basic materials necessary for the support of the Rendorean military. The House of Zenthar that governed this remote county was never viewed very high by the Royal Court of Rendore. Many scions of Zenthar in fact proved to be more than mere disappointments. The counts, nevertheless, grew wealthy from the war effort and became even more corrupt. Rumors circulated that some of the counts were known to have traded with Fenmarch, high treason in deed, and began worshiping the Doomlord.
After years of working with both sides of the war, the counts received a message from an unknown source that the King himself had become aware of their treachery and would be launching an assault within the coming weeks. In fear of their lives, and more importantly their wealth, they took steps to build up internal defenses leading up to formal letters of secession. Unfortunately for Rendore, this act of betrayal came at the same time a major assault by the hobgoblins of Argonak began along the Malvern River preventing them from acting against Morgregion and the House of Zenthar. By the time the battle was over, Morgredion was too deeply entrenched to make it worth the loss of more life and the counts were granted their independence by default.
The county is now an independent domain and is a land of dark sorcery, death and hidden agendas. It has long been under the gaunt grip of the powerful lich-lord and his minions. Dhargoth keeps the peasant communities isolated and uneducated in order to maintain control. Many of the populace are actually completely ignorant of what their county has become and the few that do know are simply too fearful to escape or do anything about it. Spies of the Eldritch Lord and members of his secret police are believed to be stationed in many towns and cities to keep an eye on the communities at large. They are said to have the ear of the lich himself. Most of the smaller towns and villages are impoverished and run down. The nation has squandered its resources and little is left to export save for the small trading that still exists between Mordregion and Fenmarch.
The land has a slightly larger military force than one normally found in a land of this size for one simple reason: the lich is able to raise any slain soldiers as undead horrors to replenish the ranks. It has even been said that small villages have been slain and then reanimated to fill positions wihtin the armed troops when the need has proved necessary.
Rumors: The city of Crowcrypt is said to be the home of an ancient death cult dedicated to Kharon. The city is believed to be filled with monastaries and tombs of the dead containing priceless treasures. Recently, a band of foul human necromancers have been seen in the Spineridge mountains. In addition to practicing their dark arts, they are said to be rivals of the Lich-Lord and seek to destroy him and take control of the kingdom. Spies from Uldania have reported seeing what they thought were small bands of armed dark elves patrolling the countryside of Mordregion during the night. Can an alliance exist between the dark elves and the Eldritch Lord?
